Isn’t the middle of the street the worst place to have crowds when there are a bunch of flying objects with relatively low yield explosives, that might be shot down by air defense and drop debris pretty much anywhere, inbound?
Probably intentional - Ukraine hasn’t been targeting civilians and Ruzzia is doing whatever they can to change this narrative
That being said, this doesn’t look like an evacuation of Moscow, but a building, could even be a fire alarm?
I’m pretty wary of Russia and false flag attacks. If Moscovites feel threatened at home, they are probably more likely to support the war abroad.
Evacuation as in people were asked to leave the building?
So, I guess Russia decided to just let those UAVs hit their targets instead of wasting expensive anti-aircraft munitions.
