Now you just have to get it past your HOA… I know mine is very fussy about what we can have on our balconies.
Then go to your HOA meeting and speak for amending the bylaws to allow them. It doesn’t take much to get changes.
I think I’ll wait a bit. I already got very grudging approval from the Board for some portable solar panels to charge my Jackery on the promise they’d only be deployed in a power-outage emergency. (I keep it plugged in, so the panels would be to replenish it, to run my husband’s medical equipment.) And I had to get rid of a trellis because it “looks too much like a balcony enclosure.” I could get approval by getting on the Board myself, lol. But I was President of the Board about 30 years ago and it’s more work than I have time for now. Pretty soon solar will be widely used so they’ll get more comfortable with it, and the panels will improve and get cheaper too.
And pretty sure if it doesn’t plug in you can have as much as you like. DIY setups seem like fun although not sure how well the prices scale.
