Official data says around 7% of the population are non permanent residents https://www150.statcan.gc.ca/n1/daily-quotidien/250618/dq250618a-eng.htm They don’t actually provide data on the stock of PRs in Canada (lol). But estimates put it around 8% so 15% of the total population are essentially second class citizens who pay taxes but are not represented and this leads to exploitation like slumlords being essentially legal.
