It is marginally true, yes. The US exports more oil than it needs. BUT, its refineries are not well equipped to refine much of the light oil that is produced by the United States, and instead are more “optimized” for the heavier stuff (see https://www.eia.gov/todayinenergy/detail.php?id=54199) which the US then imports. Plus, gasoline and oil prices are global, so even something on the other side of the world affects prices. Why? Because even if US crude costs like $50 to make, they could sell it instead to people in Vietnam or wherever for, let’s say, $150. So they can ship it over there, so US based sources have to bid up to that price, or maybe a little less (because the oil company would have to physically ship it there, so that hurts their profits a bit), let’s say like $130. So there’s some regional variation in price, but only to account for the cost of physically shipping the oil further. To be fair to the user above, “rulers feuding with Popes” was absolutely a thing in the 19th century. The status of Rome during the unification of Italy was a huge issue so much so that the Italian state went to war against the Pope and conquered Rome. Prior, the French even intervened to restore Rome to the Papal States after a brief revolution where they tried to found a new “Roman Republic.” The so-called “Roman Question” on the status of the Pope and who ruled Rome wasn’t officially resolved until 1929.
