Step 1 of enshittification is to make something like this opt-in. Then later when everyone’s used to it, turn it on by default (but only for new accounts). Then make it so new accounts can’t opt-out anymore. Then default it to on for legacy accounts, before finally removing the ability to turn it off altogether.
