Icing the puck is a big advantage to the team with the lead if there’s no penalty for it. Maybe only have it be a penalty if you have a lead.
It’s also a big advantage to defenders in general, as icing the puck would now allow lines to change, instead of one team getting stuck on the ice for long periods in their own zone.
