It’s not, it’s the leader of one of the other SG teams. They show up fairly regularly, but I can’t remember his name.
Both of these characters are pretty inconsequential to the show outside of making this joke.
I don’t think we see the scientist again, but the SG team leader turns up a few times. I honestly can’t remember if he does anything that stands out though 🤷🏻♂️
