For anyone else like me who doesn’t know what ICE is (I’ve been hearing a lot about it lately and I’m from Greece), turns out the name is rather misleading.
It stands for Immigration and Customs Enforcement (ICE)
Jaywalking likely exists because of lobbying from insurance companies. If someone gets into an accident avoiding or even hitting a pedestrian, it places the pedestrian at fault and makes the insurance companies non liable for paying out money to fix damages.

More context: in the US illegal immigration is considered a misdemeanor (like jaywalking), and ICE didn’t exist before 9/11.
It’s fucked up that even such a thing as jaywalking exists. I know you wanted a comparable example, but it’s quite dystopian.
