I think FLOTUS gives him too much agency. Kimmel used to call pence the vice poodle, and that’s about right for the orange one as well. Just like a dog he obeys whatever commands get put into his head. Sometimes you have to give him an expensive treat first, but if you can get one of the stuffed suits on fox to say it you get it for free.
