As with most claims, overstatement limits usefulness. Telling newbies that solar makes zero watts in cloudy weather can cause them to make choices that do not fit their use case.
It’s actually more like 10-25% depending on cloud density, panel type, and angle - my panels still charged my battery bank enough to run my laptop during a week of seattle overcast lol.
It makes about 20% of a sunny day.
