These things are always put in the future tense. It seems like a common tactic. “So and so warns that such and such could happen”. Deaths in Gaza. Climate change. Anything that’s already happening, just make it future tense.
Great way to absolve blame and say “Uh, see, I told you so!” While doing nothing to address the issue at the time (or ever).
