The worst thing about India and China’s coal use is it’s not even industrialized plants.

A lot of it is rural use where they still burn coal directly in their homes.

You can somewhat mitigate damage from a large plant, but when it’s millions of people burning shit in their own house, it’s about as inefficient as possible
