    Witnessing that final panel of Rocks with the rest of his crew: I consider Rocks to be the first pirate king. He had 3 Yonko Big-Mom, Kaido, Whitebeard. And most of his actions influence the new pirate era, as Roger was his arch-rival.

        The definition of the title “pirate king” only emerged after Rocks was defeated. And Rocks never reached loadstar afaik. So maybe pirate king just means “reached the OnePiece”? But in my view it also means that all other pirates accept him as the best pirate captain of the strongest crew.
