    No and no, please. A war does not “have” to occur and independent states is what any smart capitalist would want. Its easier to scheme and pillage without central oversight.

      i would say it’s easier to keep your politicians in check if they live closer to where the people are (locally, in the state) instead of in some far-away high-castle.
