Alright, so the text is “letter when not missing from not is not not silent”. “not not silent” is just “silent”, so we want a silent letter. It’s only silent when not missing, though, implying that it currently is missing. It’s missing from “not”, so we want a silent letter that we can add to “not”. The only one I can think of is K to make “knot”
It did make me laugh when I read it though. Wild to make that a clue
