This is not a fucking ebike.
One needs a license and cannot be operated on pedestrian roads and one has restricted fully-motorized speeds and does not require a license and can be ridden on pedestrian/bicycle approved paths.

I don’t know who the fuck is Arenaev but I’d avoid using them as a trusted source if they can’t even get a simple term correct.
