I don’t sew and found this on the “everything feed” and its like “cut two what?” And “what waist band is this matching?” And “desired length -4? Wouldn’t that make it short?”
You’re right, that should be a + 4" for seam allowance, which is a term I learned recently.
The waist band is matched to the inner circle.
