Dogs take some time to train and then repay that investment with their intuition and motivation to learn and interact, robots work as soon as you get them but they don’t give any of this boost at all. Robots don’t care either way about anything where on the other hand happy dogs usually actively want to make you happy and be good at doing a job that means something to “the pack” (which dogs understand through being praised and rewarded by the pack).
The dogs are to work with cops. They can’t resist the urge to kill the dogs.
Seems only fair to make the cops work with robot dogs that have trouble resisting killing cops then.

Right but if you’re shooting them constantly robots are the obvious choice.
