Have you not read the repeated notices mailed to you? Yes, they are mandatory, yes, they are required by law.
First, you get mail notices. If you ignore those, someone from census Canada comes to the door to ask the questions on the form and fill em out for you.
All that said, there are plenty of people who ignore them.
