    Colleges and universities are managed by their states. If your state isn’t providing at least some free tertiary education, blame them, not Congress. Even my hyper-conservative state of Tennessee provides 4 semesters (either for an Associate’s Degree or to be used for further education) completely free of charge as long as you meet some very minimum requirements.
