Even if they do, the audience for streaming bluray remuxes are so small that it’s not worth bothering for a company of Apple’s size. The average user only uses streaming apps, they don’t even know or care about bitstream.
They added support for the DV layer used by blu-rays in this release, so I don’t see why they can’t. And frankly streamers could benefit too from a bitstream option as well.

Also, can you provide me with a source citing new DV layer support in tvOS 17.1? I can’t seem to find it on Apple’s website.
