If you are worried about failing behind competitors I would suggest Launching New Glenn from your current facilities is your top priority. Design started 11 years ago. Are you going for the prize of the slowest heavy lift rocket development in history? In early 2016, Blue Origin indicated that the first orbital launch was expected no earlier than 2020 from the Florida launch facility
