In retaliation for not caving to his absurd demands, he declared war on Ukraine. All of this are actions by Putin and could only have been prevented by Putin. He started the war, nobody else.
Stopping NATO expansion would be an absurd demand if Russia did not have the power to stop do so by force which is what it’s now doing.
