I have looked into this before and apparently it is not feasible. A friend of mine had an old first gen ipad mini and asked me to look into it.
Try jail breaking it, after that you should be able to unlock the bootloader through some hackery

PostmarketOS have a wiki page for it. Looks like it’s tethered only, and pretty limited.
