If the first, something is wrong with your setup. Mullvad should be fine. If the latter, it might be only your DNS setup is leaking and your isp sees the domains you are connecting to. https://mullvad.net/en/help/dns-leaks/

Last I tried was with mullvad and it had a system wide Killswitch.
