• ceux qui peuvent contribuer au code le font, a hauteur de leurs moyend
• ce qui ne peuvent pas cotisent, a hauteur de leurs moyens
• on y intègre une école pour former des professionnels
• on propose de former les utilisateurs et les DSI sur les intégrations
• tout le monde peut utiliser à condition de contribuer: communes, admin, asso, entreprises, …
• c’est viable économiquement mais avec une gouvernance partagée
