I have never been in Bologna so I shouldn’t tell them how the speed limit should be set but it looks like the area inside SS64 and SS9 would make a lot of sense for a 30 km/h zone. And the bigger roads, like SS64 and SS9, can be 50 km/h. This is only based on a quick look on Google maps so the actual situation might be complete different.
