Oil refineries are military targets. Guess what militaries need to get anywhere or do anything. That’s why Ukraine is going after Russian refineries, as did Turkey in Syria. It’s why the Iraqis destroyed oil fields.

Distinction isn’t made. A civilian ship could be conducting or supporting military operations (see Q ships, zelensky’s “civilian” container trucks etc).
As with many things, it basically comes down to who has the bigger gun. Until a naval power pulls its finger out and starts escorting relief ships, Israel is at liberty to seize them.

All legal under the letter of international law pertaining to military engagement. That it is in international waters is irrelevant legally speaking. See the legal grounds for the sinking of Belgrano for a clearer example. As long as they can think of a halfway credible excuse that they think the vessel will cause aid to their enemy, they have the right to interdict it in international waters.
