    What’s the reasoning there? Are people without houses not allowed to use the wifi during the day? Is there something bad that happens if you use the internet without a house at night?

      Probably to discourage them loitering around the library at night. That’s the only rationale I can think of.

      Basically to discourage rough sleeping. It’s an unfortunate situation, as it’s not exactly compassionate to remove benches/wifi/play sounds to keep people away/etc…, but at the same time you don’t want the local library to become a junky haunt, or something like that. My mother’s old place of work was a downtown location with a lawn that homeless people used to hop the fence to sleep on. They had a guy on payroll who’s job was to come every morning and clean up the human feces that would be left behind. Ultimately, it reflects policy failures. Businesses or venues don’t really have the tools to deal with the problem besides offloading it onto somewhere else.

      I don’t like laws like this but at the same time, have you ever been to San Francisco? It’s like the walking dead with homeless and that was before the pandemic. Maybe someone that’s actually from the city can chime in and give their opinion. From what I could imagine, it must be a huge problem there by now.
