Military berets used to be bigger and provided some shade, but in modern times they’re used because they’re cool. Really the SAS made them popular in culture and now they’re associated with elite units as a status symbol. I’m not sure about African nations history with using them, but I assume it’s just colonialism and the elite status from before.

I think it could keep your head a little warm in a mild climate with a short hair cut. Maybe, idk. It does stop your scalp from getting sun burn I guess
Berets if i can recall correctly, you CAN wet them and shave them with a razor to be more droopy but it honestly doesnt matter. Its just a stupid hat at the end of the day.
