      They definitely couldn’t use it to address the root causes of homelessness that’s for sure.

        What are you talking about, it absolutely is addressing the root cause. The problem is obviously that homeless people are getting away with it, otherwise they’d just go back to their homes.

          It is obviously the abundant supply of free shopping carts which is the primary driver of homelessness.
