    And it’s not enforced.

    Cops will just watch it happen right in front of them and do nothing.

    Meanwhile I’m getting pulled over for my broken exhaust on my shitty little 2000 Malibu.

      This is why you file a report yourself with video to local and state authorities. In many states this is illegal and they do take action on reports.
