It clearly states it’s purpose, the site builder is highly functional, I don’t find it confusing or difficult to navigate. Nah, not crappy… Just stylized.
I tried making a site and the preview was hanging off the bottom of the window and couldn’t be brought up, along with I presume the buttons I needed to click to go to the next step.

That part is true. Definite 90s vibes.
The colors are pretty garish but I don’t see any of the anti-patterns that plague modern websites. It’s perfect.
