One of the most massive advantages shenzhen china has is that everything you need to make a product prototype exists in a 30 min radius. There are malls of just stores with industrial parts. you go there and find a dozen options. Then you head back next door and there are thousands of places with high speed 3D printing. Next to that is custom circuit fabrication. Over in the offices at the end of the block are all the molding designers, graphics designers, CAD operators, etc.

Not only that, but everything has to go through the old-boy network in the U.S.
People talk about how it used to suck to have to bribe officials in China, but my father used to also talk about how it made business simpler. No futzing around with if you have to have dinner or promise a grant, or whatever like you do in Europe or the U.S. Go to the place, pay the person you need to pay, get on with your business.
It is good they are cracking down on the egregious cases of it, but pretending business is efficient in the U.S. is the funniest thing I have ever seen.
