They challenged this to the CIRB, the very board that Section 107 refers strike resolving matters to. Seems like a bit of a conflict of interest to me.

Yeah, the title could have mebtioned CIRB. One of the board members dissented calling out 107 as corcumventing the right to strike. Either way, this is probaby going to court.
