Oh, I followed additional links and advice from comments throughout the entire thread. None lead me to an actual PDF document (save for catbox), all lead me to either an Invalid Format error, or a page trying to force me to login to Google and confirm my age and identification.
The link itself isn’t even a PDF, it’s an HTML document, confirmed via hex editor, forcing me to login, which I don’t and won’t do.
A PDF link shouldn’t download an HTML document, that’s basically a bait and switch tactic, coming from the government themselves.
Mans really just typed the URL from the address bar without applying any critical thinking.

You’ve got weirdly high expectations for a link coming from the US government.
Hence why I asked other people for alternate links that might actually work. The catbox link from user trashcan actually works.
