Also, the point about the other music technologies not being pushed or accompanied by political forces . . . Has there been technologies that have been forced by political forces? I’m guessing during the industrial revolution in some way. Maybe stuff like wartime substitutions and boycotts?

EDit: Monocrop agriculture due to colonialism is one technology I can think of forced by politics.
