This seems pretty arbitrary. Why not weigh them all down to have an equal and fair competition?
I’m guessing, they wanted the physique of the partner to be relevant (otherwise might as well just make it a race with weights), without encouraging those partners to starve themselves for the competition…

Yeah 50 kg really isn’t that much for an adult woman, so a minimum here makes sense imo.
