    One of the people quoted in the article said it was a cherry picker while the rest refer to a van. There is a pretty big difference between the two.

    They might have a vehicle like that to facilitate putting up flags.

      You do realise you can get Transit vans with cherry picker attachments. Very common here in the UK:

          If you look in the centre under the van you can see the stabilisation arms.

          You can get rigs like this for Landrovers too, that’s what the flag idiots use around here.
