I don’t think he can do that, as the UN has a deal with the US saying “you won’t interfere with anyone coming to our meetings at UNHQ NY”.
That being said, the ICC is a UN-level body and the UN may be obliged to follow their warrants, but AFAIK they didn’t take steps to arrest or disown the genocidal maniac.
