Not everyone over 80 is a dangerous driver, we can’t just set a hard limit, even though that would be easier, and perhaps more satisfying to younger people.
Yes, public transportation would be a better solution, but it’s more expensive than voters who vote want to pay for. So, if you’re young and want better public transportation in your town where you live, then you need to vote in local elections. Almost no one votes in my small city, and those who do are mostly older, so we don’t have nice things here.

I don’t think we’re seeing numbers like this worldwide because of a simple skill issue.
