WINONA, Minn. (WXOW) — All eight of the city's Flock safety cameras were stolen after thieves cut down the poles and removed the equipment.

    Police believe the thefts occurred between July 29 and Aug. 1. Each camera and pole costs approximately $3,000 to replace.

    Who’s going to pay that? Because I’ve been told these constant surveillance devices don’t need warrants because they’re not owned by the government.
