She continued to push for progress they would accept passing quality of life laws as MOM. Would have been easy for her to give up when her attempts to change their circumstances were rejected but she change her approach instead. You see this as capitulation, I see this as getting something which was better than the status quo.
While not storming the bastille, she guided harry to change his approach with Kreature, who as a result later led an insurrection against death eaters which was a significant step towards agency and liberation.
Just as there isn’t only one type of revolutionary, much of the groundwork for such change is incremental and she helped lay it and carry it where and how her world allowed. Sounds like you would consider this failure and her weak for it, we’ll just have to agree to disagree on that point.
