From what I understand, they “reworked” abilities and other features, which are now locked if you don’t own the dlc. Entire skill trees are now unavailable.
I think it’s just specific abilities that are pay-walled. Dumb as fuck but what’s there is still fun. I too only own the base game on PC (through humble bundle, though I have the complete collection on Xbox) and ran into that and rolled my eyes. It’s sleezy and lousy and totally not unexpected from a Microsoft company. But the base game is still fun.
