I was surprised to learn that Austin has such a system. Austin Energy is a rarity in the US: it’s city-owned. Texas is more a land of contrasts than its reputation portrays.
Texas is the last place I’d expect to see that, especially city-owned.

It will also be useful to be able to point at China as an example of good things actually being possible.
My apt building in the US has this. It’s exciting to see it applied at the whole city level.
