Blind people can be back seat passengers. They can also walk up to a drive-through ATM. I’ve done it and I’m not blind. It also doesn’t make sense to make two sets of ATM buttons depending on location.
The models vary between walk up and drive up already. But even so, half of the braile on an ATM are stuck on. They make us put these on when we install them. And we joke about the same thing.
It seems like it’s more to prevent a fraudster from redirecting your mail without your authorization. The article is just indicating that there is a method for people who don’t use the internet.
People without Internet access would have just called or gone into their post office in person anyway. Also, libraries with Internet access still exist for those without it at home or on their phones. Blind people can still use a drive-thru ATM from a rear passenger seat.
