The US isn’t competent, it never was, it’s just got enough money it can afford to pay its way out. Like a modern day Roman empire, paying it’s way to avoid crisis after crisis while allowing it’s internal infrastructure to fall apart.
The US won Panama in the 90s by all means. That’s just hard to paint as morally correct or as competent because USA vs. Panama boils down to like coughing baby vs. hydrogen bomb on population sizes alone.
