It’s a double edge sword here because if he did it during a debate for legislation people could say “he’s blocking legislation” but by doing so before the Senate does anything he’s stopping everything (including votes) but now there is nothing to point to.
Even if it were for anything, the idea of shifting and pissing in a bucket while you ramble about nothing being a legit tacric means that whatever government is working that way should be destroyed and replaced. That’s silly as hell.
