There’s always about 15-30% of a population who are outright authoritarian, so they’ll vote for the leadership that strips them of their rights (see: conservatives).

This would cost somewhere between $300 million and $1 billion for the move and about $100 mil/year and in maintenance while the economy shifts to handle the influx.
