So far we’ve gotten: LA, New York, Miami, and kinda Las Vegas and San Francisco.
But I struggle to think of any others.
Chicago is a cool city, don’t get me wrong, but aesthetically it’s kinda boring for a video game setting. I think Boston is too old to set a game where driving in a major mechanic, who wants to drive through those streets? Not Bostonians based on the ones I’ve met. And DC, nah fuck that!
Only ones I could maybe think of are New Orleans and Philadelphia. Honestly GTA Pittsburgh would be a risky but potentially interesting choice.

I think a GTA with actual dense traffic would be really cool. Make it really difficult to run from the cops in a regular car because there’s too much traffic at peak times. You have to use bikes and motos if you want to get around easily, or plan around off-peak hours or even using transit. Rockstar would never though because they are cowards.
GTA IV has a functioning subway system. It’s only required for one mission, but I love using it whenever the game doesn’t force me into another mode of transportation.

it does? don’t remember something like that at all last time i played, closest i can think of is zolika’s mod trainer with the setting “traffic multiplier” (or were you referring to that?)
nope it’s an in-game setting, they even menu and change it in some speedruns
I did a quick search and there seem to be a few mods that approach this idea as well, not sure if they achieve gridlock at the level I’m thinking, but still pretty cool.
